So, I am very curious about this — what would be considered crossing the line, especially if, say, one were to raise awareness of government corruption during the Stalinist-era? Or, were acceptable complaints only reserved for minor infractions but if of anything greater, would they be arrested and/or killed?

It’d seem that if one were a consistent carper, the NKVD or the KGB would be on top of them.
