Perhaps it is not so much about Shaggy being black, Velma being Indian, and Daphney being Asian; it might be more about why, Fred, the only Caucasian person in the gang, is depicted as a rude, insensitive, snobbish, spoiled, narcissistic sociopath (though I will admit, I like that Glen Howerton is voicing him based on these traits).
